State of the Heritage Report
All Councils in New South Wales were invited by the National Trust to complete a questionnaire on a range of issues to determine the present status of Heritage Conservation in this State.

The State of the Heritage Report compiled from these completed questionnaires sets out the responses from Councils. An introductory colour-coded graphic provides a simplified outline of each Council's response with positive answers indicated in dark green, negative responses in red and pending or proposed positive action indicated in light green.

Following is a facsimile of the questionnaire with an explanation of the Trust's response to the answers provided. The State of the Heritage Report is intended to provide Councils and the general public with an overview of Heritage Conservation initiatives and to promote the full range of possibilities for positive action.

Councils which have not yet responded to the questionnaire are invited to contact the Trust so that their details can be incorporated into the SoH Report which is intended to be dynamic and interactive and Councils are also encouraged to contact the Trust with updates and changes which will be incorporated into the SoH Website.

Research and Investigation
1. Has a Heritage Study been undertaken and completed in your LGA?
 

A positive response will be indicated in dark green. If a Heritage Study has not been undertaken this response will be signified in red. If a Heritage Study is underway or proposed this response will be indicated in light green.

  
2. If so when was the Study completed? Has it been revised?
 

If the original Heritage Study was undertaken many years ago and it has not been revised then this response will be indicated in 'red'. If the Heritage Study or a revision was undertaken recently then this will be indicated as a positive 'dark green' response and a pending revision or pending first Heritage Study will be indicated in 'light green'.

 
 

Tourism and Promotion
3. Does Council actively pursue cultural tourism in its area?
 

If Councils actively pursue cultural tourism then this will indicated in 'dark green'. Councils not actively pursuing cultural tourism will be indicated in 'red' and a decision to consider pursuing cultural tourism will be indicated in 'light green'

  
4. Has Council established specific heritage initiatives such as a
    'heritage trail', design guidelines & workshops?
 

Where Councils indicate that they have established specific heritage initiatives such as either 'heritage trails', design guidelines' or workshops' then this response will be indicated in 'dark green'. Where Councils have not established such initiatives then this will be indicated in 'red'. If Councils are proposing to establish such initiatives then this will be indicated in 'light green'.

5. Does Council operate or support the operation of a facility to allow
     recycling of fabric from demolished buildings?
  If Councils indicate that they operate or support the operation of a facility for the recycling of fabric from demolished buildings then this response will be indicated in 'dark green'. If no such facility is operated or supported then this response is indicated in 'red'. If there is a proposal or plan under consideration to operate or support such a facility then this response is indicated in 'light green'.  
6. Does Council operate or provide assistance to operate a
     local history research facility for local residents use?
  If Councils indicate that they operate or provide assistance for the operation of a local history research facility then this response will be indicated in 'dark green'. If no such facility is operated or assisted then this response is indicated in 'red'. If there is a proposal or plan under consideration to operate or support such a facility then this response is indicated in 'light green'.  
7. Does Council operate or provide financial assistance, or in kind support,
     for the operation of a local history museum in its area?
  If Councils indicate that they operate or provide assistance or in kind support for the operation of a local history museum then this response will be indicated in 'dark green'. If no such museum is operated or assisted or supported then this response is indicated in 'red'. If there is a proposal or plan under consideration to operate or support a local history museum then this response is indicated in 'light green'.  
8. Does Council operate a 'local heritage fund'? Please indicate
     level and type of assistance.

 

If Councils confirm that they operate a 'local heritage fund' then this response is indicated in 'dark green'. If a 'local heritage fund' is not operated then this is indicated in 'red'. Plans to commence operating a local heritage fund are indicated in 'light green'.

Where Councils provide conservation incentives other than through a local heritage fund then this is indicated in 'dark green'. If no conservation incentives are provided other than through a local heritage fund then this is indicated in 'red'. Plans to introduce conservation incentives other than through a local heritage fund are indicated in 'light green.'

  
10. Does Council prepare and distribute information to its local community
       to assist residents in undertaking and conserving items of significance?
 

Where Councils prepare and distribute information to their local community to assist residents in undertaking and conserving items of significance, a 'dark green' response is indicated. If aCouncil does not prepare and distribute information to its local community to assist residents in undertaking and conserving items of significance then this will be indicated in 'red'. Proposed introduction of a scheme to prepare and distribute information to its local community to assist residents in undertaking and conserving items of significance will be indicated in 'light green'.

Where Councils employ a Heritage Adviser this will be indicated in 'dark green'. If no Heritage Adviser is employed this will be indicated in 'red'. Proposals to employ a Heritage Adviser will be indicated in 'light green.'

12. Does Council have an adopted Heritage Local Environment Plan or a Schedule of Items of Environmental Heritage attached to its LEP?
  Where Councils have an adopted Heritage Local Environment Plan or a Schedule of Items of Environmental Heritage attached to their LEP then this will be indicated in 'dark green'. Where Councils do not have an adopted Heritage Local Environment Plan or do not have a Schedule of Items of Environmental Heritage attached to their LEP then this will be indicated in 'red'. If Councils are proposing to have an adopted Heritage Local Environment Plan or a Schedule of Items of Environmental Heritage attached to their LEP then this will be indicated in 'light green.'  
13. Does Council have a policy of removing items from the LEP
       on the basis of an owner's opposition even though due process
       has been followed and the item's significance established?

      developments in the vicinity of heritage items?
  Where Councils' LEPs require the consideration of impacts from developments in the vicinity of heritage items then this will be indicated in 'dark green'. Where Councils' LEPs do not require the consideration of impacts from developments in the vicinity of heritage items then this will be indicated in 'red'. Where Councils' are proposing to amend their LEPs to require the consideration of impacts from developments in the vicinity of heritage items then this will be indicated in 'light green'.  
18. Does the LEP include curtileges for listed items and

20. How many conservation areas are included in the LEP?
  If Councils' LEPs contain conservation areas then this will be indicated in 'dark green'. If Councils' LEPs do not contain conservation areas then this will be indicated in 'red'. If Councils are proposing to include conservation areas in their LEPs then this will be indicated in 'light green'.  
21. How many listings of significant interiors are included in the LEP?
  If Councils' LEPs contain significant interiors then this will be indicated in 'dark green'. If Councils' LEPs do not contain significant interiors then this will be indicated in 'red'. If Councils are proposing to include significant interiors in their LEPs then this will be indicated in 'light green'.  
22. How many natural areas of heritage significance are included in the LEP?
  If Councils' LEPs contain natural areas of heritage significance then this will be indicated in 'dark green'. If Councils' LEPs do not contain natural areas of heritage significance then this will be indicated in 'red'. If Councils are proposing to include natural areas of heritage significance in their LEPs then this will be indicated in 'light green'.  
23. How many archaeological sites are included in the LEP?
  If Councils' LEPs contain archaeological sites then this will be indicated in 'dark green'. If Councils' LEPs do not contain archaeological sites then this will be indicated in 'red'. If Councils are proposing to include archaeological sites in their LEPs then this will be indicated in 'light green'.  
24. How many Aboriginal sites are included in the LEP?
  If Councils' LEPs contain Aboriginal sites then this will be indicated in 'dark green'. If Councils' LEPs do not contain Aboriginal sites then this will be indicated in 'red'. If Councils are proposing to include Aboriginal sites in their LEPs then this will be indicated in 'light green'.
